Our team is dedicated to making sure each child receives the services and support they need to thrive—offering a full range of programs in the least restrictive environment possible.  Taylor Vestal brings 14 years of experience in exceptional children's education and leadership to Davie County Schools. She previously served as Student Services Coordinator and Exceptional Children's Program Coordinator for Yadkin County Schools, where she provided district-level leadership for EC programs, professional development, compliance, transition services, and autism support. Taylor began her career as an exceptional children's teacher before serving as an EC department chair, and has also coached volleyball, basketball, and track. She holds a master's degree in Executive Leadership from Gardner-Webb University and a bachelor's degree in Elementary Education from Catawba College. As Director of Exceptional Children, Taylor is committed to ensuring every student has the support and opportunities needed to thrive academically, socially, and independently.

Deanna Blackwelder serves as the Administrative Assistant for the Exceptional Children's and Student Services Departments for Davie County Schools. Drawing on nearly fourteen years of invaluable experience within the district, she proficiently manages these crucial departments, providing seamless operations and comprehensive support for staff, students, and families. Mrs. Blackwelder is a proud 2003 graduate of Davie High School and earned her Bachelor's degree in Business Administration from UNC-Asheville in 2006. Beyond her professional responsibilities, Mrs. Blackwelder enjoys her family life with her husband and their two daughters.  Her dedication ensures a supportive and efficient environment for everyone she serves.

Melissa Kistner serves as an Exceptional Children's Program Specialist for Davie County Schools, bringing over two decades of dedicated service to the district since 2002. Throughout her career, she has had various roles, including general education teacher, resource teacher, self-contained teacher, and educational diagnostician. This diverse experience has provided her with a comprehensive understanding of student needs across all learning environments. Melissa holds a Bachelor of Science in Elementary Education from Radford University and a Master of Education in Educational Leadership from High Point University. Her extensive background and commitment to educational excellence make her an invaluable asset to our school Social Workers community.  

Tamara Snipes serves as an Exceptional Children’s Program Specialist for Davie County Schools, bringing over 26 years of experience in special education, compliance, and instructional support. She has served as an EC teacher in inclusive, resource, and separate settings settings, as well as an EC Case Manager and EC Process Specialist, roles that strengthened her deep knowledge of IDEA and North Carolina Policies. Ms. Snipes earned her Bachelors degree in Education of Students with Learning Disabilities from Mercer University and her Masters of Education in Advanced Studies in Special Education from Concordia University. She is known for her collaborative approach and dedication to supporting teachers and schools in improving outcomes for students with disabilities.
